Membership of the Health Workforce Advisory Committee is broadbased – members bring extensive sector networks and other linkages and perspectives to Committee deliberations.

The Committee meets monthly to discuss issues related to the Terms of Reference and review progress on the work programme against timetable and reporting requirements.

Hon Stanley Rodger, CMG, JP (Chair).

Hon Stanley Rodger, CMG, JP (Chair)

Stan Rodger was Member of Parliament for Dunedin North from 1978 to 1990. During this time he held the Ministerial portfolios of Labour, State Services, State Owned Enterprises and Railways, and was Deputy Minister of Finance.

In the health field, he was Chairman on the Southern Regional Health Authority from 1995-1998, non-executive Chairman of the Researched Medicines Industry Association and a member of the Blood Products Inquiry.

In 1999 Stan chaired the team reviewing the Parliamentary Service Commission Act and in 2000 he chaired the Ministerial Committee reviewing the Education Review Office. He is currently a director of New Zealand Post, Chair of the Injury Surveillance Ministerial Advisory Panel, and Deputy Chair of Transpower New Zealand Ltd.

Suzanne Win. Suzanne Win

Suzanne Win is a registered pshychiatric and comprehensive nurse who has a BA in Social Sciences. Suzanne has worked in the health and disability sector for over 30 years. She has worked in various Area Health Boards around New Zealand, and was Manager, Physical Sensory and Intellectual Disability, for the Southern Regional Health Authority. Suzanne held the position of Deputy Director General Disability at the Ministry of Health she is a Trustee on the Donald Beasley Institute, (NZs research institute for disability), Graceland's Group of Services and Trustee of the Nelson Marlborough's Hospitals Chartiable Trust.

Dr Jim Vause.

Dr Jim Vause

A general practitioner since 1979 and resident in Blenheim, Jim has been involved in both the provision of continuing medical education and quality initiatives for the Royal NZ College of GPs since 1995. Included in this has been extensive work in both the development and appraisal of evidence based guidelines and the development and trialing of the College's Cornerstone practice accreditation tool and processes. He has held various positions in the RNZCGP including the College Presidency and has a personal interest in quality, both for individual medical professionals and also for practice processes and structures. His other governance roles have been on the boards of Poumanawa Oronga MDO and Kimi Hauroa Wairua, the Marlborough PHO. He sits on the Epiqual Committee ministerial advisory committee and the National Screening Advisory Committee.


Professor Frances Hughes.

Professor Frances Hughes

Frances has had 25 years of experience in the New Zealand health service, working as a health clinician, manager and educator. In addition to her nursing qualifications, she has a BA, MA and a doctorate. She is a member of many national and international nursing groups. She held the position of the Chief Advisor (Nursing) for the Ministry of Health. Over the last few years Frances has been commissioned by governments, WHO and NGO's for work in relation to Nursing, Policy and Mental Health in Australia, South Pacific, UK, Canada and Asia. Frances received a Queens Birthday Honour for 2005, and was made an Officer of the New Zealand Order of Merit (ONZM) for her services to Mental Health.

Estelle Muller.

Estelle Muller

Estelle was born in Samoa, and has a masters degree in economics from Auckland University. She is an advocate for improving the health outcomes of Pacific people having experience working in a range of roles within the health sector including : general manger for Pasifika Healthcare; programme manager at both Waitemata DHB and the Health Research Council and; analyst roles for Health Funding Authority and Inland Revenue Department.

Ms Taima Campbell.

Ms Taima Campbell

Taima is Executive Director of Nursing & Midwifery, Auckland District Health Board. As a registered nurse, she brings extensive experience in child health and community care. She is also Clinical Director for hauora.com, a National Māori Health Workforce Development Organisation and a board member of Te Rau Matatini, a Māori Mental Health Workforce Development Organisation, a member of Magnet New Zealand, and the College of Nurses Aotearoa. Taima's iwi affiliation is Ngāti Tamaterā, Ngāti Maru.


Dr Clive Ross,CNZM.

Dr Clive Ross, CNZM

Clive Ross is a dental practitioner in Auckland, and is also registered as a specialist in restorative dentistry. Clive actively participates in the World Dental Federation, which represents dental associations and individual dentists worldwide. He is also a member of the World Health Expert Advisory Committee, and he chaired the joint WHO/World Dental Federation study on workforce methodology. He is a past Chairman of the Dental Council of New Zealand.

Professor Colin Mantell, Chair, Maori Health and Disability Workforce Subcommittee

Colin Mantell is Professor of Maori and Pacific Health and Head of the Maori and Pacific Health Department at the University of Auckland. He is a Professor of Obstetrics and Gynaecology at National Women's Hospital and has held head of department posts at National Women's Hospital and Middlemore Hospital in South Auckland. Colin is a past member of the Health Research Council of New Zealand and a member of the Maori Health Research Committee. Colin's iwi affiliation is Ngai Tahu.
