Health Workforce Advisory Committee Fifth Annual Report to the Minister of Health

December 2005

This report presents the work of HWAC in 2005, and that of its Māori Health and Disability Workforce Subcommittee (the Māori Sub-Committee) and Medical Reference Group (MRG). Both the Māori Sub-Committee and the MRG commenced their work programme in 2004 and their advice will significantly contribute to achieving HWAC's overall vision for the workforce:

"The health and disability support workforce should be person-centred, reflect the needs and health priorities of the people and populations it serves, flexible and responsive to changes in those needs, sustainable, and appropriately supported."

The last few years have seen medical workforce development receive a greater level of attention within the health and disability sector. Every year the sector's awareness of health and disability workforce issues has grown, as has the number of organisations addressing workforce issues. HWAC believes it has played a catalytic role in this area, and is encouraged by the increased awareness and focus on workforce development in the health and disability sector.

The increased awareness and activity in the area of health and disability workforce development has led HWAC to review its role. Rather than facilitating increased discussion around health workforce development, HWAC now sees its role as being to ensure integreated workforce development planning across the health and disability sector.

It is HWAC's belief that improved coordination of health and disability workforce development across the sector will help release maximum potential within the workforce. HWAC's function is to provide advice to the Minister of Health that will promote linkages and integration in the health and disability sector's approach to workforce development.
