Care and Support in the Community Setting: Discussion Paper

Care and Support in the Community Setting considers priorities for investment and action to develop the non-regulated aged care and disability support workforce which delivers services in the community.

To inform its recommendations, HWAC invited sector representatives to a discussion day on 9 June 2006 with the following objectives:

  • to share activities currently happening across the sector
  • to develop a picture of the challenges which are being well addressed to date and the gaps still needing attention
  • for the sector to identify concrete priorities for investment and action to be communicated to the Minister.

Participants at the 9 June Forum stressed the development of home based support services as a continuing priority, following the recommendations of the joint MOH/ACC Quality and Safety Project in 2004. The outcomes of the day represent a high level of consensus among both aged care and disability providers, CSSITO, DHBs and other funders on the progress achieved so far, and the way forward.

The discussion paper outlines proposals for national reform of the purchase model for home based support services, making compliance with the Home and Community Support Sector Standard mandatory, improving training for disability support workers and co-ordination of workforce development activity.
